Does DXF file stores command inside?

Hi,

I am writing DXF file with VBA under Excel. The drawing will be viewed by AutoCAD LT.

I know how to draw a circle on x-y plane, but I need to draw a circle in x-z plane. I was wondering if I could rotate the UCS with command inside the DXF file.
